Am planning a trip to the festival and need to book a place to stay. Can anyone help with the dates?

While the 2013 schedule is planned to be released on February 28th, Mylène Salvas's blog already lists the dates:

Mylène is well-known by regular members of this forum and is a reliable source. Moreover, a company which supplies cruises on the river has also listed the same dates on its website, so the calendar is pretty sure. However, we have to wait one more week to know the line-up of contestants.
