Regardless if the weather changes, it will still be cold the way I see it. It will be quite cold, as well, because of the addition of the breeze coming off from the river, well, assuming you will be going by the river. The winds will also be moderate to breezy (near 35 km/h) so that really doesn't help. The stronger the winds, the worst the windchill. To make matters worse, there will be some snow (1-2 cm), though most of it will fall in the afternoon hours. As it stands, depending where you are, the evening temperatures will be about -12 C but it wll feel like -24 C. I suspect slightly colder conditions by the water, as I said. If the weather should change, I think it's safe to say a margin of error of + or - 2 degrees Celsius. So, I'm going to say -10 C to -14 C, but windchills won't be much different, assuming wind speeds are constant. If anything should change, my bet would be on the snow chance. They might just switch it to flurries with partly cloudy skies. The main problem though, are the winds and the windchill.
I'm not going to let our little weather reports discourage you, however. As you said, just dress warmly. Also, if possible, try to stay close to your car (if you're bringing a car), so this way it will save you a prolonged walk in this miserable weather.
