If I walk along de la Commune, is it permissible to bring a beach chair and sit on the sidewalk across the street (on the park side)? Say, by the pier (near the IMAX)?

I don't think that should be too much of a problem if you establish your viewing perspective around there. However, I would recommend that you move closer up to at least Notre-Dame street and go way up front to the steel gate there.
